Guy R. Rankin IV is the Chief Executive Officer & Executive Director for the Harris County Housing Authority (HCHA). Mr. Rankin has complete responsibility for planning and direction for all Authority programs including the Low-Income Housing Tax Credits Developments, Senior Housing programs, Assisted Housing programs, Single Room Occupancy program and the Home-Ownership Program. Rankin is considered to be one of the Housing most talented and visionary leaders with a reputation for integrity and the ability to achieve exceptional results on limited resources.

In 2005, Rankin developed over 700 new affordable housing units for the citizens of Harris County, worth almost 70 million dollars. Additionally, HCHA was awarded for the third year in a row, the U.S, Department of Housing and Urban Developments highest ranking under Rankin’s leadership. Guy’s strong analytical skills, combined with extensive financial and programmatic knowledge of housing and community development give HCHA the edge in managing multiple tasks in a complex environment.

Rankin has a reputation to change-managed and revitalized public sector operations, successfully addressing audit findings, community needs, fiscal management practices and employee opportunities. Before joining the Housing Authority, Rankin was the Chief Operating Officer for the Harris County Community Development Department. Rankin was responsible the coordination of five Community and Workforce Development programs, which included the Community Development, Workforce Development, Social Services, Guardianship and the Housing Choice Voucher programs.

Prior to working with the Harris County Community and Economic Development Department, Rankin was the Planning Director for the City of La Porte. Responsible for the day-to-day management of the growth and development of the city. Specifically, managing the Current Planning, Comprehensive Planning, Economic Development, Capital Improvement Planning, and Neighborhood Protection divisions of the Planning Department.

Rankin has over (15) years of Housing and Community Development experience. Successfully developing the areas first Section-8 Homeownership allowing renters to become homeowners. Meeting the challenges of Hurricane Katrina by successfully housing 25,000 people in less than 20 days by creating the first national long-term Housing Choice Program in case of a natural disaster.

Rankin has a Bachelor of Political Science & MPA from North Carolina Central University. Rankin has served as Board member representing the small cities in Harris County for the Gulf Coast Community Services Board. Rankin also served as a community advisor to Galena Park Independent School District Board. Rankin holds several certifications in Executive Housing Management.
