Kil Huh is the Director of Practice Development at the Fannie Mae Foundation in Washington, D.C. In this role, Kil works collaboratively with the Foundation’s key partners conceptualize, formulate, and scale out strategies for change that increase the availability of affordable housing for a consumers at a wide-range of incomes. His expertise includes state and local affordable housing policy, business approaches for successfully scaling out affordable housing development, and both comprehensive and participatory planning models. Kil also conducts and manages original research on housing and community development issues of priority interest to the housing industry. Kil research actively examines and communicates the benefits of housing and its intersection with other policy priorities (e.g., economic competitiveness, education, and health). He has authored issue briefs that translate policy research to actionable frameworks including papers on targeting, and leveraging existing, infrastructure investments, the efficacy of state task forces, and asset building strategies.

Kil also serves as program officer to leading research and policy entities and major universities such as the Urban Institute, the Urban Land Institute, the Center for Housing Policy, Homes for Working Families, University of Minnesota, the New School University, New York University, and George Washington University among others. He is also the Associate Editor for Housing Policy Debate, a peer-reviewed journal published by the Foundation, where he plays a major role in managing the content development.

Prior to his work at the Fannie Mae Foundation, Kil worked as an affordable housing and community development practitioner in New York City. Kil also worked as a housing and economic development planning consultant for public and private clients including the County of Westchester, the Bronx Overall Economic Development Corporation, Arthur Avenue Business Improvement District, among others. He received his B.S. from Cornell University, his M.S. from New York University, and his M. Phil. and Ph.D. from Columbia University.
