Edwina Carrington is a Principal with Reznick Group and is establishing and leading Reznick Group's first southwestern office in Austin, TX which opened in April, 2006. Ms Carrington is responsible for growing the southwestern-based practice and serving clients in a real estate advisory capacity with special focuses on transaction consulting in the affordable housing industry as well as providing services in government contracting and the nonprofit sector.
An accomplished professional in affordable housing and community development, Carrington has more than 20 years of experience working with the public and private sector, nonprofit housing organizations, state and local housing finance agencies, and private sector asset management companies. She has significant knowledge in structuring and securing of tax equity funding, tax-exempt bond financing, asset management, and federal housing compliance regulations.
Ms. Carrington’s extensive experience and leadership in the arena of housing finance and her proven track record, her dedication to the affordable housing industry, and the state of Texas contributes greatly to Reznick’s Austin office success.
Prior to joining Reznick Group, Carrington served for four years as executive director of the Texas Department of Housing and Community Affairs (TDHCA or Department), where she oversaw the operations of a state agency administering over $500 million annually toward the creation and retention of affordable housing and community service programs. Carrington is credited with “turning around” TDHCA and securing an 8 year extension from the Texas Legislature, reorganizing TDHCA along functional lines and creating an atmosphere of accountability and transparency in the operation of the Department’s programs. Prior to being hired by the Board as ED of TDHCA, Carrington held leadership positions at the Texas Housing Finance Corporation, the Austin Housing Finance Corporation, and the Texas Housing Agency—the forerunner to TDHCA—to name just a few. While serving with the Texas Housing Agency, she developed the state’s first Qualified Allocation Plan and rules for the then-new Low Income Housing Tax Credit Program.
Carrington previously sat on the boards of the National Council of State Housing Agencies’ (NCSHA), National Association of State and Local Equity Funds (NASLEF) and serving as President, and the National Association of Local Housing Finance Agencies (NALHFA). She also served as President of the Texas Affiliation of Affordable Housing Providers (TAAHP), the Texas Association of Local Housing Finance Agencies (TALHFA) and was a board member of the Texas Chapter of the National Association of Housing and Redevelopment Officials (TxNAHRO). She holds the professional designation of Certified Commercial Investment Manager (CCIM), an accreditation affiliated with the National Association of Realtors, as well as a Texas real estate license. She holds a master’s degree in Public Administration from Texas A&M University. She received a 2004 Texas Houser Award from the Texas Low Income Housing Information Service and, most recently, the State Agency Council to the Governor’s Commission for Women honored her in March as a 2005 Outstanding Woman in Texas Government award recipient.
